  No place that has invested in potters wheels is going to just let you loose on a costly piece of equipment. And if you are young, you may not be able to get access because of liability issues. In my area, community colleges, craft centers and community education organizations offer classes and access but with lower age limits. If you use potter's clay, you will have to have access to a kiln to fire them, otherwise the dry clay is fragile. Clay can be worked using the slab and coil methods to build objects without using a potter's wheel and all you need is a slab of wood that can be turned for access - finished for water proofing or a piece of Formica covered counter scrap. Potter's clay is available wet in 25# boxes for under $10 at craft stores like Michaels or Hobby lobby or from pottery supply firms. Plasticine is an artists clay that does not harden and can be reused and the popular polyclay (Sculpy) can be baked in a home oven with care about not getting it too hot.
