  It is not that Japanese respect shy or introverted people but in Japan people generally moderate their behavior in accordance with how people will view them i.e. they are concerned with what people think of them and how they will be thought about. That is why Japanese are often regarded as shy passive and submissive. It is not that they are shy but they are considerate of their actions. There are extroverted and outgoing Japanese. so shyness is not a particularly Japanese trait. There are extremes of shyness where people will cut themselves off from society rather than deal with people and people are often bullied as they lack social and people skills that are considered "normal".
