You need a work visa to work in Japan.And to get the work visa you need a job offer before you get there. No, there isn't a lot of jobs for English speaking people in Tokyo. Even a job teaching English is unlikely to be available in Tokyo. No, you just can't move there. You need a visa to stay more than 90 days, assuming you're an American.Most low end jobs are held by Filipinos, Chinese & Koreans. Tokyo is nothing like NYC ! Tokyo is 98%+ Japanese. And their crime rate is 100% lower. Sorry,moving to Tokyo isn't that easy.
