    Paint the wall a rusty color, and with a plastic pag dip it in a darker brown or rusty red color and dab it on lightly all over it to give it that look, and texture. Blood is a dark crimson, and it depends on where ur putting it or how much. I paint blood a lot. Get a rust colour and coat a brush with it. Then, wipe the brush until theres almost no paint on it. Then paint the walls this is called dry-brushing and gives good rust effect also doing the same technique then stippling is good too. You could dip your hand into a bloody coloured red and spray it at the walls like blood splatter

Mix iron shavings in with your paint to give it a rusty effect. As for the specific color, go to a pain store and talk to the specialist there.

not sure that'd look that great if it's where you'll spend most of your day. Also, Silent Hill doesn't have that much blood everywhere like everyone sees it. Normally, walls in the alternate silent hill, are either cement, stone, metal structures - y'know, industrial stuff with signs of desolation - and are normally covered in dirt - brown, orange, green dirt - and rust, and occasionally have some things dripping blood like holes, and other engravings. That's if you're not counting the twirling flesh walls like in sh3's Hospital and sh4's appartment building, but that's a little extreme. One thing that would look very, very cool, are tiles, like white bathroom tiles. Only that it'd be a lot harder to do and after you've broken some tiles and covered everything in a yellow-ish and red dirt, rust and blood, it would look kinda depressing. You could always mix the tiles or metal framings with your wall decoration just to make it more elaborate...
