in normal times, a travel document is provided by your embassy for: either asylums,emergencies or case of turmoil in a country; but never for pleasure/business trips; one must keep his passport valid at all times. you can always ask the french embassy/consular services,if they would accept it? but i doubt it very much. and your country probably would not give you a document under your circumstances.
