Definitely wait for payment, once they have paid their side of the transaction is complete and as the seller you should be the first to leave feedback. (as a buyer it's a horrible waiting for an item when the seller hasn't given feedback because you will assume there is likely some discrepancy and the seller is deliberately holding back in case you spot it - I flat out refuse to give feedback to a seller who doesn't provide feedback first).

NEVER send an item out until it has been paid for by the buyer. The buyer has 6 days after the auction ends to pay you, after 2 days, you can open an unpaid item dispute. Another 4 days and you can close the case and relist the item to sell to someone else. As a new seller, the funds will not be available to you in paypal right away, there are rules to follow to get the funds released to you. Go to paypal and read the info there. Basically, use tracking for the package and input the tracking number on ebay, then 3 days after the item is delivered, your funds will be released to you. After 90 days of selling you can request the hold be dropped - you must call paypal to do this.
