I really need to figure out this, Because some of the important decision of my life is based on this thing. There is a 12 point system for an H1B visa process. One year of college education = 3 Points One year of work experience = 1 Point. Total 12 points is required. What if a person has total four years of college education but without a degree. He has to complete one more year to get the degree. But He has a sponsor. Would he be eligible for an H1B without a degree?

A person in this situation may be eligible, of course depending on the unique facts of the case. You would need to have a credentials evaluator thoroughly review your course history. If the evaluator determines that you have actually completed the all the coursework necessary to complete a degree in your field but have not yet graduated for a technical reason (the school doesn't hold graduation exercises until a later date, credits didn't transfer from one school to another, etc.), USCIS may accept this evaluation in lieu of a formal degree. If the evaluator determines that you still lack some coursework necessary for your degree, you may be able to substitute experience in your field using the 3 to 1 ratio described in the question. It's important to keep in mind, however, that the 3 to 1 ration is only a rough rule of thumb. USCIS will look closely at the quality of your work experience and will not automatically accept a bare three years of experience in lieu of a year of higher education in each situation. An immigration attorney can prepare an h1b petition where your experience and education are certified by a credentials evaluator. This is by no means a guarantee, but a properly prepared credentials evaluation highlighting your work accomplishments in addition to your education may be deemed "equivalent" to a four-year degree.

This is how it goes. First you need to establish that the position qualifies as a speciality occupation, and the foreign worker sought , meets the requirements needed to engage in a speciality occupation. Then, the person should hold a US bachelor's degree from an accredited college or university and the DEGREE must be required to qualify in the speciality occupation. It doesnot matter, if he/she doesnot hold a US degree but atleast a foreign degree, which is considered equivalent. It is also a fact, that THREE years of specialised experience is GENERALLY considered is equivalent to one year of college education. Having said all these, it doesnot work the way, the questioner has tried to argue out his/her case. Specialised experience will be RECKONED only when it is sponsored solely based on the specialised experience. In the absence of a degree, let me state very clearly, that he/should have 12 years of specialised work experience to compensate for the lack of a bachelor's degree. They will not give you some points on your uncompleted college education and some points on his specialised experience. I have no doubt, this case will meet with rejection outright.
