The only full scholarship I know of off the top of my head is the Congress Bundestag scholarship to Germany. http://www.usagermanyscholarship.org/ Each individual exchange organization also has its own financial aid programs, so take a look at the more reputable organizations to determine what programs you're interested in, then talk to them about financial aid options before you apply.
