Is it possible to paint outdoor murals in San Francisco City with just the authorization of the owner of the property, or are there regulations for the city or for certain districts that would give some trouble to the artists?

Some places require city allowance and I don't know if the owners in SF have the right to decide what is painted on their walls, or not.
