Pretty tough, because New York says that 14 is the youngest age that a work permit can be issued. "Minors not yet 14 may not be employed at any time, neither after school nor during vacation." 11-year-olds are allowed to sell or deliver newspapers and periodicals. 12-year-olds and older may be employed to hand harvest produce (fruits and vegetables) but it cannot conflict with schooling.
