    Check with Texas DMV. You will have to have at least a learner's permit, which is usually easy to get. That allows you to drive under the supervision of a fully licensed driver (and in some places, that person has to be an adult....) There are benefits to going to driving school though - often insurance companies will give discounts on insurance to those who've passed accredited courses, and sometimes getting a full license is fast-tracked if you have formal lessons as well. Again, though, these are questions for your state DMV, which sets the standards in Texas. Check with them.

you aren't legally allowed to drive until you have a permit. to get a permit in the state of ny you need to take a 20 multipe choice exam at the dmv, when you pass that exam they will give you a permit. i don't know how the rules differ in texas.

Yes your mom can take you go practice in a parking lot even without your permit. I mean as long as your not going out onto the regular roads I think it will be fine. My dad took me to a parking lot before I got my permit and there was even a cop there. My dad got out and asked the cop if it was okay and he said yeah. The next step after driving with your mom in the parking lot and getting the feel of the car would be to go through drivers trainig. There should be schools listed in the phone book. Just call around and ask the schools different prices. Next you will do about a month course of drivers trainig. Its mostly classroom but you will have about 6 drives with the instructor and a partner (you drive for an hour, your partner will drive for an hour.) You can't get your permit until you are 16 in Texas though, so I would actually suggest you wait and start drivers training until about a month or 2 before your 16th birthday.
