Not, always. There have been some cases of the animal being killed for the feathers, but now mostly they are plucked from the peafowl or just picked up from the ground when they fall out.

I have pondered that question too, but while I'm sure it could depend, for the most part, no, no peacocks are harmed. They're picked up, or MAYBE plucked.
