    It would be easy if they could demolish the bridge in one fell swoop and then rebuild it but they can't. To keep traffic moving they can only do one half at a time and do the work in such a way that it doesn't weaken the whole structure. The tarps are to protect you and the environment. There are poisonous chemicals in concrete dust and they have to make sure it doesn't escape and they also have to keep the contaminants out of whatever is below the bridge especially water. If the dust mixes with water it will release an acid which could harm marine life. Doing it right takes a little longer. it could take upwards of 2 months depending on the size of the bridge.

A construction crew recently retrofitted a tiny highway bridge close to my house to be earthquake resistant. I wouldn't be surprised if something similar is happening close to you. Between tearing the old pavement off, modifying the bridge structure and pouring a new bridge deck it took about a month by my house. I would expect yours to take a similar amount of time.
