The institutions mentioned in the list given simply have the provision to accept GRE scores sent by ETS; it doesn't mean that the GRE is a prerequisite for admission there. AFAIK, IISc Bangalore considers GRE scores for foreign students wishing to apply for a PhD. I've never heard of an Indian institute accepting GRE scores of Indian students.
