The only beach near downtown los angeles is Santa Monica or Venice beach... You can take the 10west and it turns into the Pacific Coast Highway... and it will take you less then 30min if there is no traffic

You have Santa Monica which is West Bound on the 10Frwy or San Pedro or Long Beach South Bound 110Frwy ... These both are decent I would go to Santa Monica its better.
