There's good news and there's bad news. The good news is that there are not international laws that govern things like email and spam. Why is this good? Well, we live in the US of A, and therefore are subject to US laws. There isn't a world government, which means there aren't international laws. I sure wouldn't want to live under laws that were designed for Suadi Arabia... The bad news is that because there aren't international laws, stuff like email scams don't have any cross-border enforcement. It's country by country. And because most email scams are sent to millions of people and most people are smarter than to respond to them, mostly they're ignored. They're very hard to solve, and the offense, while annoying, isn't considered a major crime. Sort of like asking the international police to tell your neighbor to cut his grass. It ain't going to happen. Bottom line - get a spam filter. No one in an official position cares.

You can forward them to the FBIs IC3 http://www.ic3.gov/default.aspx or the FTC http://www.ftc.gov/bcp/edu/microsites/spam/ but their jurisdiction does not extend overseas, and the police in many countries in Africa or Eastern Europe don't bother following up, and are sometimes even the ones running the scams since they make so little money through their legitimate jobs
