In my experience, minors have not been permitted to leave the ship without a parent/guardian. Your SeaPass card (combination room key, onboard charge card, and ID) is coded to indicate you're a minor. Everyone who leaves the ship has to have their SeaPass scanned, and yours will alert security that you're underage and they will ask where your parent is. It's for your own safety, and for your parents' peace of mind. The ship will leave adults behind if they haven't returned by sailaway time; I imagine there could be a huge kerfuffle if a minor went ashore on their own and was not back in time.
