It probably depends, but in most cases when people are at the top of their field, especially in politics, the hours can be insane. I doubt the high-level employees have anyone forcing them to punch the clock. They probably just come in early and they don't leave until their work is DONE. Again I don't know about the UN specifically but in every political organization I've worked at, 8-5 is like a typical WEEKEND. Try 12, 14, 18 hour days in some cases...very hard work.
