  Good luck with that side of the debate. There's been several towns with water sources that dried up. Can't think of good reasons off hand to oppose conservation where it is obviously needed. so: 1) Since the water supply is only going to become more strained another answer will be needed - for instance desalinization. With that added capacity conservation would not be an issue. 2) Beer is better. Brew it elsewhere using other peoples water. It can be used for not only for human consumption but for pigs. Supposed to produce a tastier bacon. 3) Ok, that was already a real stretch. Don't think this is the case but if the aquifer is replenishing itself at a significant rate conservation could be unnecessary.
