It was an attempt to protect species, but all it really does is tie up land owner choice. It has been shown not to work by the Abundant Wildlife Society who monitors the US Fish and Wildlife Service who manages the Act. They arrest people with tortoises and who breed endangered butterflys. Then the Fish and Wildlife Service kills all the species that were illegally bred. http://www.aws.vcn.com/flawed.html
