What is a good email service to use?

In-Service Adserver: What ad server would you use, to deliver teasers/ads to either in-app notification solutions, as well as email marketing solutions, as well as web/mobile teaser inventory?

• Intent is not to bother customers with same messages across in service touchpoints (or to do that in a controlled way), a central solution to manage those messages is what i am looking for. The tool should enable teasering according to customer's status in his lifetime journey with the service, build up on messages seen and interacted with in the past and build preparing to show messages in the future, based upon what he has seen and what he has done to date. Is there any experience, or again something that needs to be custom built? The solution should be able to let one define messages that should be 1. presented once, no matter via what channel, 2. presented until customer has reacted, again no matter via what channel 3. only presented via one channel but related to messages that then happen elsewhere, in a way as described above
