Why doesn't Facebook remove videos that people upload copying Youtube?

Many people upload videos from to for likes and and original creator doesn't get credits/view counts for it? Since Facebook has a policy that people should upload original video why doesn't it take action against those violating it? Same goes for many images ? Has any other social network or website tried to enforce copyright infringement ?

I'm wondering the same thing. I tried to upload a TED video and a few other branded ones, and Facebook wouldn't let me, or it warned that this video was copyright and was illegal. So I didn't do it. But a lot of pages are doing it with no repercussions. I'm very confused as it is clearly copyright of another party.. I hope someone more informed can shed light on this?
