    All the above are correct, HOWEVER, FDR (Roosevelt #2) is the one that made it a set day on the 4th Thursday of November. The reason being to cause an extra week of "Christmas shopping" therefore getting the economy going during the Depression. He had a motive & he new spending would help us get out of the rut we were in (too bad that doesn't work as well this time around!).
