They check the patient's vitals in order determine the status of the patient. Not detecting a pulse or airflow from the lungs they'd attempt resuscitation. Either way, they'd have to rush the person to the hospital. As far as I know, EMTs aren't permitted to pronounce death. They'd need an ER doctor to do so.
