    it gives them false hope that they have rights that will be protected...in reality--it only helped a little...there is more access for wheelchair access, the blind, and the deaf....but most people with disabilities do not fall into those categories.. EEOC is a joke...they rubberstamp 91% of cases as unfounded...half the cases are ruled the opposite of the EEOCs findings in court...the statistics had been on the EEOC website.. DOJ Is also a joke..at least they admit they don't investigate most cases....you send in a complaint and get a form letter 18 months later saying they don't have the resources to investigate. in my state, no lawyer would take a case on contingency--and wanted $5000 up front--possibly more---from people who are unemployed due to discrimination.. the courts don't even adhere to ADA. I have been denied accommodations beyond wheelchair access, braille, or sign language at a few municipal/county/federal (under 504) courts. I just found a lawyer that might be willing to take on a discrimination case against the court...if i come up with the money..i meet with him on Wednesday..... there are even published policies about ADA for the courts that listed accommodations I asked for as appropriate---but the courts refused to adhere to their own judiciary policy.. ADA DOES NOT APPLY TO INDIVIDUALS..such as another passenger on the bus or another shopper.....on a bus--it would require the driver to take action should a non disabled person refuse to give up a seat..i would suspect that they could contact the police to have the person removed from the bus.. in the mall--it would apply to mall security....it could require security to remove the offender from the mall for harassment...

I work with people with disabilities, so this is what I have observed... --the ADA is supposed to allow equal access to all public places. However, one of my clients makes some noise due to his disability so he is always getting kicked out of the public library. Also, many public places have stairs, which doesn't work well with wheelchair users. --the ADA is supposed to allow equal access to public transportation, but people just plainly refuse to move out of the reserved spaces when they see a person with a wheelchair board mass transit. Sometimes they don't move even when they are asked to. --it's also supposed to protect their rights to an equal education. I have another client who is a grown man and who is just learning basic math skills now, like learning how to add and subtract. Things he should have learned a long time ago in elementary school. --Not to mention protect their basic rights. I was at the mall with a client when some random dude came up to me and demanded that my client be sent to some certain church so that they may be healed from their disability and go to heaven. I told the whacko that I would do no such thing and that it was up to my client to decide if and which church he wanted to attend. These are only a few ways. There are many more.
