I believe you are referring to "thinset"..... there is no easy way........I will take a hammer and crowbar and just hit at it you can also try to sand it up but that will cause a mess and also takes forever......... if all else fells just press the easy button...........

Are you removing ceramic tile and the cement (concrete) underneath? Are you removing vinyl tile and the glue residue underneath? If it is the later just leave the glue residue. You can install the new floor over it.
