Dude, Dubai is pretty sheltered from any swells as you say. So I would try to surf somewhere else. The closest to Dubai that receives some surf is Yemen but this is a pretty dangerous place. Also unlikely there are any schools. So I would stick to Kite surfing or something else while in Dubai.
