    well i don't think the camping is free but a few years ago we camped along hi-way 14 north west of Fort Collins which follows the Pouder river, there were camp sites all along the road, most run by the parks department but there were some less than a half mile off the main road that were kind of rustic. oh fishing was fair to great but some places it was catch and release fishing, hope you find a good place

14er trailheads typically have tons of free camping spots near the road, imo that's your best bet check cofireban.info for which counties have current fire bans or restrictions (if it says nothing, there is no restriction) check 14ers.com for a map of all 14er trailheads
