I can send my friend a Snapchat and they can see it however when my friend sends me a photo I cannot see it. The screen just goes completely black and I can see my other friends photos except for this one. Why is this happening?

Since you can display photos from other folks, the problem with this particular sender is probably on the sender's end.  If it is important, there are other ways to send photos - e.g., as attachments to email, or upload to a public folder in the cloud.

i believe it is a problem in specific devices, but i also suffer with this problem, so far not found any solution to solve this. Try to reinstall the application, as far as I know, this problem only occurs on android.

Search the internet to see if sending napchat videos are supported on your device. A lot of times you can install an app and send photos or videos but the devs. don't spend time on making all devices supported or it could be just a bug that needs to be fixed but since not a lot of people suffer from it they are putting it at the end of the to do list. I would recommend you reinstall the app (I think you've done that already). See if when you send videos for other people than your friend if they can see it. Try updating your phone.
