A dielectric can be part of a capacitor in an electrical circuit. The capacitor is used to store charge and release (fast or slow depending on the resistor used with it), i'm guessing by the relaxation time you mean the discharge time ... this is just the time taken for the capacitor to release the charge from it's plates after being fully charged to the potential of the battery or cell. The dielectric constant is just a measure of how well a particular material works in a capacitor (it is unique to every material) Hope i helped
