What is the best website to decorate photos?

Is there any website to decorate photos and put cat noses/whiskers on them?

• Or just like cat ears, etc...it seems like there would be, but I have no clue what to search. Nothing's coming up.

  The number of programs available for building & compiling images from images are endless. My favorite program of all time is PrintMaster by Broderbund. The smallest/oldest version sells for around $20.00 and "smallest/oldest version" vs it's newest/biggest/most expensive version is nothing more (or less) than it's libraries of images. But who cares; it's the programs platform that we want. We have our own images and can import images from anywhere (the web/our files/whatever/whenever). Then all you would have to do is import your pictures into a new file, copy/past from the programs menu multiple copies or your images, then crop whiskers on one copy of a photo, a nose on the other, and then drag them with your cursor to put them where you want them. Then you would "merge" all pieces together and export as a single image. I know it sounds complicated but it's not. Like any program; it would take time to get comfortable with, but if you enjoy playing with images as much as I do, you'd be a pro in no time!
