  You really have to try them on. Different manufacturers sizes fit differently, based on the padding, the liners, etc. Even different boot models from the same manufacturer fit differently, and now a lot of boots don't come in half size increments, they only come in full size increments. Newer boots seem to have a lot more padding. They depend on the adjustments to keep your foot in place. I don't think it's unusual to have boots 2 sizes smaller, especially if you have a narrow foot, and race boots are usually a tight fit anyway. My ski boots are 1 1/2 sizes smaller than my shoe size.
