You can report it to PayPal to dispute the charges, however they might not do anything about it, because you made a sale directly through them. You have no case with E-bay as you broke their policies, terms, conditions, and procedures when you sold the item outside of E-bay through Paypal alone. You might be able to get the money, but you will still have to send the item. In most cases, it's best to just keep the item and let the whole thing go, and legitimately just re-list the item.
