Does anyone know how to create the electron configuration of an ion such as F-(fluorine with an extra electron).

Look at the proton number of Fluorine before it is an ion, it is 9 so when you add an extra electron you get 10 electorns so therefore the elctron configuration is 2,8 so it has a full outer shell
