Fortinbras and the country of Norway are regarded as the national enemies of Denmark throughout the play. Horatio recounts in the very first scene how the late King Hamlet conquered the late King Fortinbras, and acquired some of his lands. King Claudius is engaged in securing this land, as Fortinras and Norway want to reclaim it. Claudius sends a letter reminding him of the lawful agreement established in Denmark's favor. War is hanging over the heads of Denmark throughout the play as a result. The differing concept, in relations to Norway, comes when Hamlet meets a captain of Norway. He is a bit startled, I suppose you could say, that Fortinbras marches on with his huge army. As a result of his following soliloquy, he is shocked because of the power of the prince, not necessarily because of the impending danger for Claudius. Fortinbras, however, sees Hamlet only when he is dead in the castle. He never meets with the prince with whom he shares so many aspects of his life. At the end of the play, Hamlet has declared Fortinbras king of Denmark, and Fortinbras has achieved what he wanted: conquering Denmark. But, he owes it all to Hamlet. hamlet's crowning of Fortinbras in death shows that he holds on to his honor. Fortinbras is not blind to this, and so he relates to Hamlet as a royal figure, explored in your quote: "had he been put on/ to have prov'd royally". I view Fortinbras as realizing he is owed his success to Hamlet in this scene. Had he not been crowned king, he would have stolen the throne anyway. The difference here is that he revers Hamlet; there is an obligation that he feels hemust acknowledge.
