  I think they are an unecesary Rube-Goldberg device made to catch fishermen, rather than fish. First off, in many states they would be illegal to use, because it would be considered (rightly so) 'chumming'. In the states where it is allowed, you don't need it. If you want to chum for carp, just take a can of corn with you. Cast your bait to where you want it, then throw a couple of handfuls of corn, or sinking fish pellets out where your bait hit. That's all you have to do. Remember, a lot of the stuff in those fishing mags are to catch people's money, not fish. Happy fishing.
