Why is the 223 caliber and the 5.56 mm considered the same round?

Would getting shot by a 0.3 mm caliber round from a small gun on the torso or the neck actually be lethal?

.0118" is a pretty dang small caliber...wouldn`t have much knock down power, but would have good penetration. I won` t say kill or no kill, but it would hurt like heck.
