Vatican City or the Holy Sea is an independent country and of course their inhabitants (824) have passports. It has concluded a free border agreement with Italy which means that no passport controls are established for traveling form Italy to Vatican City or vice versa. Their citizens need passports for travel as everybody else and for example a visa to travel to China or Russia.
