Which are the best and worst states of India?

For what reason India added 3 new states & made total 28 states instead of 25? Which are they & their capita?

Uttaranchal (later known as Uttarakhand) seperated from U.P. Capital > Dehradun Jharkhand seperated from Bihar. Capital > Ranchi Chhatisgrah seperated from Madhya Pradesh. Capital > Raipur All states were formed due to pressure from various parties and due to their cultural differences from the mother state. For example Jharkhand was formed due to Jharkhand movement. They experienced advantages as now they could concentrate in building up their economies. Kharkhand is now more advanced than Bihar. Same with Uttarakhand.
