    No. Main road(broad road) has road names like Koshu Kaido. but ordinary narrow road doesnt need to have a name. Its not to make the enemies get lost. its only useless to name all roads.

It has nothing to do with enemies getting lost. It is more to do with the unplanned way in which houses etc were put up and there is no naming convention in Japan (tokyo in particular) there are however numerous streets with names but smaller ones tend not to bother.

Except for major avenues, most streets are narrow and winding. So, it does not make sense to calle them by names. Japan has a different address system, so should be no problem.
