    Whenever you are completely prepared. Don't rush into it. Plan it out. Prepare properly. If you plan to apply for, suppose, next Fall, then give GRE preferably before October. Make sure you have enough time to prepare for rest of the application process - SoP, LoRs, sending scores etc. You can even aim for the "early-deadlines" that quite a few colleges have in that case.

I do not agree to Gaurav's viewpoint. GRE scores are relative and these scores are over last 5 years, this misconception I have heard about a lot, but trust me an organisation as big as ETS which spends so much money on hiring Ph.Ds from top institutes, would not let this "competition increases" thing affect your score cards. . Give it at a time when you are best prepared, get a good score the first time. Earlier GRE used to send all scores of tests you gave in last 5 years , but now you can select which score to send. So my suggestion would be give it once in your 6th sem after your best preparation and if somehow you screw up, prepare again and gve it in 7th sem by latest october end.

Lets see if we can approach this problem as an optimization problem. So basically you want to maximize the score, minimize the risk of bad scores, and maximize the time of buffer kept for application. So imagine the earlest deadline for application is 15th November. You need to get your documents and all in place by 1st November. This includes time for tasks like collecting marksheets and asking your recommenders for their letters. All these takes a while. In a nutshell, you should have a concrete decision to apply to a particular college by 1st October. If you are a PhD aspirant you will also need to finish your preapps another 15 days before this time. Thats around 15th September. All in all by 15th of September you need all your scores. Thats the date we are aiming for. Note that TOEFL scores take a while to come. But this question is about GRE so we will skip that for a moment. I believe in 2nd chances in order to rectify your mistakes. With Scoreselect its easier now. So say you appear for your first GRE in the first week of July. Then if you ace it well and good. Otherwise, you need to have a cool off period of 60 days. That will entitle you to reappear again in Sep 1st week. So In my opinion, the best time to apply is July 1st --- 3rd week....

I'd say early in the 6th semester - in late January or anytime in February. You can study over the winter break and January. Once it is out of the way, you can then concentrate fully on other stuff such as placements, CAT prep and other parts of your MS applications (recos and SOPs)

Applying for Fall Sem In this case , most applications are open by september-october . Also colleges have rolling admissions and it is best to apply as soon as possible. Additionally, lets say you take 3 months to prepare( most prepare within 2 months ) that would mean, atleast 3 months prior to September.  So best time to start would be May-June All the best :)

If you are not in a hurry to apply then probably the best time is when you are prepared. However, if you are still in college you should write it in either third or fourth year. Probably after the semester break in which you are not interning so that you can give GRE preparation complete focus. This will give you time for other important things like SOP, etc. If you are applying for fall say 2016, you should take latest by July 2015. And I would suggest to take it even before that so that after writing it once you can think about a second chance, if not happy with your score, otherwise you start building up your SOP and search for right place to go. Also, try to write it while you are in college. It will be really difficult to find time after you start working.

First find which field of studies interests you. Then check which university offers those courses. Then check their admission deadline and based on that plan your GRE and TOEFL test. Most GRE takers don't keep in mind that, TOEFL is equally important for higher education in US atleast. And plus TOEFL results takes 2-3 weeks to show up unlike GRE result.
