If you're on a domestic flights there are no checks on your way out, so you are free to leave the airport as you will. I once did this at Mumbai as my connecting flight was 4 hours later. Transferring the luggage is done by the airline if both the flights are of the same company. On the other hand if the connecting flight is of a different airline, you will need to collect the baggage yourself. If the connecting flight is of the same airline, you'll get both the boarding passes from the check-in counter. I'm not sure what the scenario is with multiple airlines. That said, it is always best to do an online checkin so you can print the boarding pass on your own a few hours in advance.

Recently I faced the same situation. I was coming from Jodhpur and had a connecting flight from Mumbai to Bangalore. Here is what I did : 1. I checked in from Jodhpur and got both my boarding passes (Jod-Mum and Mum-Bang). Once you check in you don't have to take care about luggage as it is the responsibility of your carrier to transfer your luggage to connecting flight. (I had Air India flights, not sure if this will work if you are flying by two different carriers). 2. I asked the authorities at Mumbai if I was allowed to go out. They refused but since I had a lot of time I decided to take my chances. I walked out, met my brother and explored Mumbai. I reached airport on time and showed security my ticket. Since they don't know whether I have already checked in or not, they just checked my id and let me in. After that I directly went for the security check in without standing in the long queue for collecting my boarding pass for Mum-ban flight ;-).
