Error #1. You aren't 18 and weren't allowed on eBay or Paypal. Error #2. Paypal reimbursed the buyer, so you have to reimburse them. Error #3. They don't need your SSN to report the debt to the credit bureaus.

You are a minor and cannot be held accountable for a contract. But I am confused also you said you reimbursed the buyer so where are the fees coming from? Did they sell the debt before you paid it? If so then just provide the proof you paid>>.
