    You can change your IP addres but you have to use a new network device with a different MAC address, so basically a new NIC (Network Interface Card). DHCP assigns IP addresses by MAC addresses and if you keep using the same MAC address (same NIC) you will get the same IP. Easy solution is either don't get banned or buy a new NIC for your computer. Or if your using a router you can clone another MAC.

Messing with your IP address could cause problems, The IP address seen on the internet is an address from your ISP the one on your computer is your private address and the router uses NAT to get your connection. you cannot change your external address
