What you could is, open your NLE, put the mentioned file on your time line. Lock the audio section down, leave the video part unlocked. Delete the entire video portion, leaving audio intact. Make a file . MP3 file or the likes. Take that file you just created and run it through audicity and after working on the file, save file. In your NLE, open original source file and put on timeline. Mute audio on that flick. Insert your audio file under the video. Done.
