How can i make a .bat file send a file to a email address when it is opened?

I can create a small app which when run will let you select the file you want to send, enter an email address and it will send for you. OR I can create an app for you that will have a preset file location and email address so you simply run the app and it will send the pre-determined file to the pre-determined email address for you.
