    Essentially a Software Engineer builds computer systems or applications and therefore has atleast a Bachelors or Masters degree in computer science degree or has many years of very high level skill. They apply specific methodologies through the software lifecycle development (requirements gathering, analysis, design, coding and testing) to build these systems. They derive use engineering principles of "learning what is true and useful and applying well understood knowledge to solve practical problems". Programmers as "Sam 6" put it do the programming or coding. Here is a scenario that might help. Say company xyz inc wants a new accounting system, the Software Engineer will find out the what the system is supposed to do then design the system, after which the programmer will then produce code according to the design..etc A Computer Engineer has a degree in Computer Engineering (a mix of electronic engineering and computer science) and is concerned with both hardware and software. They build computers by putting together the hardware and software.
