To be good at graphics (be an artist), and capable of using, properly, some graphic packages (Photoshop is the industry standard). 2. More important, and it is too often forgotten, be good at MARKETING (an MBA or a degree in advertising): the design of a commercial site must "pass a message" to the visitor, to make him BUY. Many designers, unfortunately, miss this point completely: you get pretty sites that do not sell... 3. A basic knowledge of how HTML works is sufficient for the Designer to understand what ar the DEVELOPER's requirements.
