What happens when you report a photo on Facebook?

Can you report someone on facebook for a photo that is NOT their profile picture?

    Actually, a profile photo on FB IS supposed to be representative of that person who bears the account. That's why FB (unlike ALL other sites) doesn't allow you to have user names, only your own name, supposedly. It IS against the TOS to do otherwise on that site, but one has to wonder whose business it is to report it? I think it comes down to ones personal feeling towards what one is doing and that each person should decide that on their own. Who can say what's right for everyone else, not having walked in all those shoes?
