    PULL THE PANEL OFF WHERE THE SEAT BELT RETRACTS. THEN SEE IF THE RATCHET ON THE SIDE LOOKS BAD SPRAY A LITTLE WD-40 ON IT AND TAP IT LIGHTLY THIS USUALLY RELEASES IT. IF NOT THEN THE LOCK IS STUCK TRY RELEASING IT CAREFUL NOT TO DAMAGE IT. AFTER GIVE IT A FEW QUICK PULLS AND SEE IF IT LOCKS AND THEN RELEASE THE PRESSURE SEE IF RETRACTS. I JUST DID THIS LAST WEEK ON MY COROLLA.

I'm not sure about how to repair it, but I do know that the catch mechanism works off of inertia and once the pressure is released off of the belt it should retract. If it doesn't, I'm not sure what to tell you. Jerk on it good and hard and see if it will release. Other than that, take it to a shop and have them get it loose. Good luck.
